Senate dispenses with two-thirds rule, tentatively passes budget

The Senate jettisoned its "two-thirds rule" on Wednesday afternoon to take up the two-year state budget, which it tentatively approved 19-12. It was a party line vote.

There was a brief exchange between Lt. Gov. David Dewhurst and longtime Democratic Sen. Rodney Ellis of Houston about whether this was a historic departure from tradition. Ellis questioned Dewhurst, a Republican, about whether the supermajority threshold has ever been waived on the budget.

"I am not advised," Dewhurst replied. "I know it has occurred numerous times in the past on other important pieces of legislation."
