Sen. Jeff Wentworth, R-San Antonio, managed to attach the right to carry a gun on university campuses onto a bill by Judith Zaffirini, D-Laredo, that would give universities new latitude to save money.
Zaffirini and other Democrats (along with most college presidents) don't really like Wentworth's bill and so there were numerous attempts to shake off the amendment, but none mortally wounded it. When the amendment was approved on a 19-12 vote, Zaffirini pulled down her own bill. She now must weigh killing her own proposal to keep guns on campus from passing.
Under Senate rules, Wentworth basically need two-thirds (or 21 votes with everyone there) to agree to consider his bill. He lacks that support to bring up the gun bill, but he can always attach it as an amendment with a simple majority. All he needs is a bill with a similar subject to serve as host. Zaffirini's fits the bill.
