It’s true! A bill is in print! Gov. Andrew Cuomo has sent a NY SUNY 2020 program bill to the Legislature. In it: Tuition increases, a memorandum of understanding about annual state operating aid (but no “lockbox” language to prevent sweeps), and guidelines establishing the challenge grant program the governor and SUNY chancellor announced earlier
