Controversial legislation prohibiting "sanctuary city" policies in Texas appeared dead Monday after a House committee refused to report the measure out and Senate conferees on a separate fiscal matters bill refused to let it be included as an amendment. As the special session headed toward its last day on Wednesday, there was no other avenue for the sanctuary cities measure to get legislative approval despite the fact that it was a priority for Gov. Rick Perry and legislative leaders.
Senators balked at adding the bill to the separate fiscal matters legislation, pointing out that the Senate had passed a sanctuary cities measure several days ago, only to see it delayed in the House. The bill would bar cities from having a policy that prohibits their police officers from asking the immigration status of persons they detain. Currently, there are no sanctuary cities in Texas, although supporters of the idea contend that some urban police departments have informal policies that keep their officers from asking about immigration status. The law already provides for police departments to ask the immigration status of persons who are arrested for crimes.
Although Perry designated the proposal an emergency issue in the regular legislative session, Senate Democrats blocked consideration under the long-standing rule that requires at least two-thirds of senators to concur before any bill can be brought up for debate. Supporters of the idea thought they had a better chance in the special session that began in early June when the two-thirds Senate rule was no longer in force, but the legislation stalled in the House after passing the Senate. In addition, prominent GOP campaign contributors - including Houston homebuilder Bob Perry - came out publicly against the measure, further contributing to its problems.

This is Gov. Rick Perry's best shot at becoming president, Sen. John Cornyn says.
Cornyn, the GOP's top Senate strategist, is remaining neutral in the presidential contest but told Texas reporters in his weekly call today that there would never be a better time for Perry, before the field solidifies.
"I would say that if Gov. Perry decides to run for president, this is probably the best opportunity that he would ever have, while people are still looking for a Republican nominee for president," Cornyn said.
He reiterated that Texas' record on job creation gives Perry "a good story to tell." And he downplayed any concerns about Perry's lack of foreign policy experience.
"Obviously that's not something that Gov. Perry would have a lot of experience with at the national level but that's the kind of thing that could be satisfied" by picking a strong running-mate, cabinet members and aides who "could easily fill any gaps there."

Throw another bee's nest into the buzz machine: Gov. Rick Perry is on the schedule for Oct. 28 to headline the annual dinner of Cornerstone Action in New Hampshire - the first presidential primary state in the nation.
Cornerstone Action is a conservative group currently working to repeal the state's same-sex marriage law.
This is the first New Hampshire appearance added to the governor's schedule since he said he would consider entering the primaries.

It was inevitable after a night like that. Someone somewhere would call for Nick Clegg to resign. The defeated leader of Nottingham's Lib Dems, Gary Long, was the first to the microphone. If he got the backing of 74 local parties there would have to be a leadership contest. But where are they? And who support such an idea? And who would run against Clegg?
What is striking so far is that those councillors who lost in Sheffield and Liverpool and Hull gave their leader and the Coalition their backing. So too did backbench rebels Mike Hancock and Adrian Saunders...and Chris Huhne, who was widely thought to be "on manoeuvres" after his clash over the Cabinet table with David Cameron and George Osborne...and Tim Farron the party's president and young pretender.
So, for now the pressure is not for the Coalition to end or Clegg to go but for him to fight harder and more publicly for Lib Dem policies and against what he himself called this morning "a return to Thatcherism".
Stand by, therefore, for more Coalition rows on the NHS, on banking reform, on immigration and tax. Standby for less ministerial chumminess and more business-like negotiations.
Don't hold your breath though for a change of leader or an end to the Coalition.
Most Liberal Democrats will try first to prove - in Paddy Ashdown's words - that "compromise is not betrayal".

About 150 Republican activists stood in line to receive autographed copies of Gov. Rick Perry's anti-Washington book, Fed Up! .The crowd was large enough that the half-hour signing opportunity ran another 30 minutes.
Midway through the event, the snaked line of book purchasers started chanting, "Run, Rick, Run."
Perry's folks are still saying that he is in an exploring mode to run for president. He is speaking on the last day of the three-day confab that is a cattle call of speeches by GOP presidential aspirants, upcoming leaders and those seeking new offices. A straw poll of potential presidential candidates is supposed to be released later this afternoon.

But as for that other frosty battle, the first Republican presidential-candidates debate, well, it wasn't all that frosty after all the temperature was more lukewarm/truce-state and Mitt Romney surprised no-one by coming off as the most polished (albeit polished like petrified wood) and least desperate of the contenders. Round One to him by default.

The birthplace of democracy is on the brink of societal collapse thanks to a fiscal crisis. I speak of Greece, which today is facing riots, the dissolution of its ruling cabinet, and economic ruin, all due to the fact that it is in danger of defaulting on its sovereign debts.
Lessons for the U.S.? Not as obvious as they might seem. The U.S. is not Greece. Our debt is nowhere near as large relative to our output, we are not part of a complex international economic coalition, the world is still happy to loan us trillions of dollars at extraordinarily low interest rates, and despite the doomsday preachers on the right, we're not facing the end of America as we know it, even if there's a Kenyan Islamofascist commie in the White House.
But because the Greek lessons are not so simple, it's all the more important that they be learned...

Lawmakers are taking another shot at approving a statewide smoking ban, and famed cyclist and cancer-awareness pioneer Lance Armstrong is exerting his sizable social media influence.
On Tuesday, Armstrong implored his nearly 3 million Twitter followers to support legislation for a statewide smoking ban, an idea that was killed during the regular session but revived in special session.
"Call your senators to support a @SmokeFreeTexas (SB28). Found out a vote could happen tomorrow. Let's do this! #txlege," the seven-time Tour de France winner tweeted. He followed that message up with a link to a form that his followers could fill out and express their opinions to the Texas Senate. Both messages spread quickly on social media. Whether they will resonate with lawmakers, who could take up the proposal as soon as Wednesday, remains to be seen.

Lord knows they'd like to water the tree of liberty here in Texas right now, before it's too dang late as the Obammunists pillage and seize everything that's not tied down, and hollow out the Constitution and enslave us and subvert our food pyramid. Trouble is, it hasn't rained in, like, a year down here. All the trees are parched, and a bunch of them are on fire. And so as a 21st century man, the governor, Rick Perry, did the only reasonable thing recently and had a resolution passed through the legislature asking for all of his fellow Texans Mooslims and everybody to pray for rain:
NOW, THEREFORE, I, RICK PERRY, Governor of Texas, under the authority vested in me by the Constitution and Statutes of the State of Texas, do hereby proclaim the three-day period from Friday, April 22, 2011, to Sunday, April 24, 2011, as Days of Prayer for Rain in the State of Texas. I urge Texans of all faiths and traditions to offer prayers on that day for the healing of our land, the rebuilding of our communities and the restoration of our normal way of life.
After heated debate on the House floor, the resolution passed. A late amendment, which also would have had Texans "baying at the moon," in an effort to "show God we're serious," was narrowly defeated.
Now, as the Republican field of likely and announced candidates fails to excite anybody, and as former Speaker of the House Newt Gingrich lurches to his knees like a tranquilized elephant, and his staff quits en masse and heads to New York City where this week Governor Perry was the featured speaker at a gathering of the city's roomful of Republicans, speculation is high that Perry is the candidate who will force a complete recalibration of the Republican field and Republican chances next fall that he is the change we've been waiting for, just the man to retake the White House for Texas. (This despite the fact that he is barely more popular than the president in his own state.)
Especially now that Perry has increasingly become the subject of Republican powerbroker fantasies, take a good look at his rain resolution. You might think that such a bit of legislative frippery is but a curio, a moment of lightness in a schedule full of grave executive consequence, but friend, you would be mistaken. For in my beloved homeland of Texas, the governor can veto bills, appoint members of state agencies and commissions, suggest resolutions asking the Almighty to do stuff, and that is all. I make this point chiefly because the nation still after much recent experience with Texan heads of state hasn't quite grokked to the fact that, while it may prepare you for some things in life, the Texas governorship might not be the best out-of-town warm-up for the American presidency.

Lt. Gov. David Dewhurst said Wednesday that his future political plans will not be affected by Gov. Rick Perry's decision on whether to run for president next year. "I don't think so," Dewhurst said when asked whether Perry's entry into the presidential race will affect whether he runs for the U.S. Senate next year or stays put as lieutenant governor. Dewhurst was elected to his third term as the state's number two official last fall.
Asked about whether he is still leaning toward running for the U.S. Senate next year or waiting until 2014 to seek the governorship, the Republican replied, "I want to be where I can best serve the people of Texas." He added: "That decision I will be sharing with you in July." Dewhurst has been widely expected to run for the U.S. Senate seat that will be given up by Republican Kay Bailey Hutchison after next year. If he runs, he would be the front runner because of his name recognition and personal wealth, which has financed four successful campaigns in Texas - three for lieutenant governor and one for state land commissioner.
If Perry were to decide to run for president and won, or if he joined the national Republican ticket as the vice presidential nominee and won, Dewhurst would move up to governor if he were still lieutenant governor. Perry was lieutenant governor in 2000 when George W. Bush won the presidency, allowing Perry to move up to governor to fill out Bush's second term. He has since won re-election three times.

Gov. Rick Perry received a cool reception from a national gathering of Latino leaders, many critical of the state's recent budget cuts to schools, anti-immigrant measures and a redistricing map that Hispanic leaders are taking to court.
Speaking at a luncheon of the National Association of Latino Elected & Appointed Officials, Perry delivered with muted enthusiasm his usual speech about creating jobs, keeping taxes low and cutting regulations.
But few of the more than 500 in attendance rose when he entered or left, and his only applause lines came when he ticked off four Hispanics he has appointed to major positions on the appellate courts and state government.
"The only thing worse than the dried-up chicken breast was his speech," said Fort Worth school board member Carlos Vasquez.
During his three terms as governor, Perry has worked hard at building bridges with the Latino community through appointments, speeches and policy decisions, including his defense of in-state tuition for children of illegal immigrants and his early rebuff of Arizona-type laws.
But this past session has seen him push a so-called sanctuary cities bill that would allow police to question anyone they speak with, whether witnesses or victims, about their legal status. He declared the bill an emergency, and when it failed during the regular session, he added it as an agenda item to the current 30-day special session.

When Andrew Rossi began quietly documenting the New York Times in 2010, he had no idea the Iraq war would end, Wikileaks would expose government secrets, and the Times would roll out a new paywall, effectively symbolizing the marriage of old and new media. He did, however, suspect that Executive Editor Bill Keller would step down, a move that shocked Times readers. Between conversations with Keller himself before and after his announcement, we spoke with the filmmaker about the editor's legacy and his new documentary, Page One.
ESQUIRE: Obviously Bill Keller's resignation has huge implications for the paper, but what does this mean for your movie?
ANDREW ROSSI: It's a godsend for a documentary filmmaker when two weeks before you open in theaters, a major turning point occurs in the life of your subject. That, I think, in many ways, makes the film salient, and I think it crystallizes so many of the issues that were raised. It's almost like the movie is now this field manual for all of the landmines that Jill Abramson's gonna come up against as the new executive editor.
ESQ: Did you have any inkling that Bill would resign?
AR: I had no good inside intel or anything like that, but I definitely have been asking everyone when he was gonna leave because I could just tell. I've had a gut feeling for quite some time. But the general consensus was that he would probably stay for the election, so I assumed that was accurate. I have to say, there was a moment when Bill was discussing the fact that the Times had actually considered having a foundation support it, because the advertising market had so dramatically collapsed. And, you know, that's a moment to me of extraordinary candor in the film. And when he said that, I wondered to myself, "Are these the words of the executive editor of the New York Times?" And it just seemed to be rife with the wisdom and exhaustion of somebody who's about to throw in the towel, basically.
ESQ: You feel like he threw in the towel?
AR: I mean like a great fighter who's gone several rounds with a really worthy opponent, and is ready to ring the bell... and transition to writing. You know, I think he did nothing short of help to save the newspaper in a series of really cataclysmic events. I mean, he took over...
