Veteran concealed-handgun instructor Mike Cox taught a class consisting of members of the Capitol press corps on Thursday that was more about getting into the Capitol than getting a gun, as we reported today. While most visitors have to go through a metal detector, holders of a concealed handgun permit -- even if they're packing heat -- are waved right through security. This is Texas, after all. And the right to carry concealed weapons is deeply held by many in the state. George W. Bush knew that. He was governor when the 1995 Legislature passed the law allowing people to carry concealed guns.![]()
Cox, a former security consultant, self-identified arms merchant and authorized CHL (concealed handgun license) instructor from Driftwood, recalls how in the early days of the law, the backlog for getting a permit prompted complaints. Former Gov. Ann Richards vetoed similar legislation in 1993, but Bush rode to the rescue of his 2nd Amendment supporters. Cox says the Republican governor wanted to know what was causing the delays and dispatched somebody to check with the Department of Public Safety and get to the bottom of it. Clearly this was a political problem. After all, who did Cox say Bush tapped to speed things up? His political guru, Karl Rove.
