Lt. Gov. David Dewhurst was in a Capitol budget meeting, grappling with a $28 billion shortfall, when his wife, Tricia, called from Houston.

The power went out in their condominum. While he did get briefed by ERCOT, power company executives and the governor's office about the emergency rolling blackouts, he also got frequent updates from his spouse, who was without electricity most of the morning.

She needed to report the "literally, rolling blackouts," Dewhurst said. "And, of course, her customer service representative is me."
