With those words the chancellor sought to silence Eurosceptic rumblings on his own backbenches about the Irish bail-out. They're unlikely to be enough.

Eurosceptics believe that every European crisis is regarded as an opportunity by federalists to seek more money and more power. They believe that Britain should recognise this and treat every crisis as an opportunity to get power back.

Governments - this one as much as its predecessor - like to "deal with the world as we find it" - another quote from the chancellor this morning. Today's priority is to help stabilise the eurozone and to help our neighbours in order to avoid a crisis in our principal export market: a threat to our own banks and to the Northern Irish economy in particular.

David Cameron once told his party to stop "obsessing about Europe". The reason the obsessing may start again is because Eurosceptics want to change the world as they find it, not simply to accept it.

WikiLeaks II: It's What We Don't Know That's Interesting

I want to unreel a line of thought I hinted at in my earlier post, namely that the WikiLeaks docudump didn't reveal anything terribly interesting about specifics of American diplomacy. First, to clarify what I meant by interesting: I meant policy-changing, or, because I hate hyphenated adjectives, mutative. Certainly many of the details in the documents are titillating, rude, or simply embarrassing to the parties involved, including us. But I stand with Peter Beinart in saying that they are not more than that. Simply put, they just confirm what we already knew. And by we I mean not just the informed public, but the people at whom the docudump is really aimed: cabinet ministers, presidents, prime ministers, and chief diplomats. China tacitly and materially supports Iran? Israel plays the U.S. against China? The Saudis share goals with Israel? That's not news. And the WikiLeaks documents are therefore not revelatory, but simply evidential. WikiLeaks chief Julian Assange wrote that this latest release will help create "a new world, where global history is redefined." Drop the "new," the comma, and the "re-," and I think he's got it. Because it's still business as usual, except that everyone's in on the U.S. government's business.

Or, you know, not. Consider for a moment the tools at U.S. diplomats' disposal....

Hutchison watch: "Texas conservatives target Hutchison"

NMC-13Hutchison-3.jpgSpeculation continues to simmer. Will Sen. Kay Bailey Hutchison run for another term in 2012, or will she retire as promised last year ahead of the failed bid to unseat Gov. Rick Perry in the primary last March.

The Hill, a newspaper read by Capitol insiders, weighs in today, saying tea partiers would support anyone but her, and quoting Austin-based Tea Party activist Dean Wright saying that Hutchison "burned some bridges" in challenging Perry and "she hasn't embraced the grassroots." The story also quotes Perry strategist Dave Carney saying that lots of would-be 2012 senatorial contenders are "frozen in place" pending a clear sign from Hutchison about her plans.

Her stance since the March primary has been that she hasn't made up her mind about running again.

As lots of us have reported, Hutchison depleted her federal campaign account -- it's now around $50,000 -- by shifting funds to her gubernatorial effort. She would have to raise lots of money to mount a serious bid, and soon, to fend off the likes of Lt. Gov. David Dewhurst, Railroad Commissioners Michael Williams and Elizabeth Ames Jones, and former Texas Secretary of State Roger Williams in the GOP primary. Dewhurst has hinted but not announced. The others have actively campaigned.

The story also points out that Texas' junior senator, John Cornyn, would be in a pinch if Hutchison runs. As chairman of the National Republican Senatorial Committee, his mission is to protect GOP incumbents and maximize the party's gains. But this election cycle, that put him at odds with tea partiers in several states, and it could be an especially tricky dance for him back home in 2012.

Five Ways the U.S. Can Fend Off the Next Korean War

Well North Korea seems determined to stay on the front pages this month, having very proudly unveiled to a visiting American scientist a couple of weeks ago the existence of yet another uranium-enrichment facility (yes, it's apparently state-of-the-art and, yes, we already knew about it) and then launching an artillery barrage on Tuesday in self-declared retaliation for an apparently routine South Korea military exercise along the border. Let the Texas budget wars commence ...

X00128_9.jpgA disagreement between key House tax-policy writers went public today, foreshadowing partisan rhetoric we're going to hear next session about Texas' budget crisis: The Republicans will say the state spends too much, and has a hard time hitting the brakes when times are flush. The Democrats will say the state doesn't raise enough revenue to have healthy kids and an educated workforce, especially after the 2006 tax swap.

In a kerfuffle involving two House members who really like to engage in detailed discussions of Texas' tax system, Rep. Mike Villarreal, D-San Antonio (right), sent reporters a letter in which he told Rep. John Otto, R-Dayton, that he couldn't sign a special money panel's interim report because it perpetrates "denial of the state's structural revenue shortfall." Some people like to call that the structural deficit, and point to how Texas four years ago gave away more local school property tax cuts -- financed with state money -- than it raised in higher state taxes on businesses, smokers and used car sellers.

Migration cap: Lower than 43,000?

I have now learned that the migration cap that the home secretary will announce today will actually be lower than 43,000 because it will exclude senior staff transferred to Britain by their companies. However, I'm told by Home Office sources that if you add the number of senior staff who entered the UK last year to the new cap you do, indeed, reach a figure of 43,000.

This was the highest figure recommended by the migration advisory committee which included so-called "intra-company transfers" in their recommendations. The government's decision to exclude intra-company transfers means that next year's figure for the number of skilled migrants entering the country could be higher or lower than 43,000. It could be higher or lower than the number who came in last year. It means that, in effect, there is no firm cap on skilled migration since the numbers entering the country will depend on the decisions of companies about how to deploy their staff.

The so-called immigration cap was always rather less than it seems. Immigration from within the EU cannot be capped. Migrant workers were only ever one of four immigration flows into the country - the others being students, family members and illegals. Now, we learn that the cap on migrant workers is only a cap on certain categories of workers.

Am I being too cynical to think that ministers would like a headline figure which sounds like a dramatic cut when, in fact, it isn't?

PS. This is not to suggest that this government is not limiting immigration. Its proposals have been welcomed by the hawks at Migration Watch. In the next few weeks they will publish proposals to cut the number of students on below-degree-level courses coming to the UK - the number last year was 160,000.

Update 1420: I await the home secretary's statement with interest. The latest I'm told is that 43,000 is equal to the new cap plus last year's level of intra-company transfers. However, the tougher policy for ICTs to be unveiled this afternoon means that the figure will be lower.

Last night, on arriving at his hotel in the South Korean capital Seoul, David Cameron and his aides watched live coverage on BBC World News of a peaceful student protest turning into a violent assault on his party's HQ. Wry amusement that they had missed the protests soon turned into alarm when they heard that protesters had not just smashed through police lines but had also made it up several storeys to within feet of the staff working there. They were only turned back by a quick-thinking security guard who pretended that they'd got the wrong floor.

The prime minister told me:

"What I felt when I saw those pictures was: Of course people have a right to protest peacefully, but I saw people who were bent on violence and on destroying property and that is completely unacceptable. We need to make sure that behaviour does not go unpunished."

He praised the "extremely brave" police officers manning what he called "the thin blue line" which could not prevent protesters breaking through and insisted that it must not happen again.

"They were very brave, those police officers; but as the police themselves have said, there weren't enough of them and the police response needs to reflect that. So I'm very glad that the Metropolitan Police Commissioner has said what he's said and I think we need to learn the lessons very rapidly."

I put it to the PM that we could be seeing a re-run of the Thatcher years. He denied that, claiming that the fact that this government is a coalition ensures that this is not a case of back to the future.

On this, the morning after the riot before, David Cameron has had to turn his attention elsewhere. He has already marked Remembrance Day with veterans of the Korean War, met FIFA's vice-president to sell England's World Cup bid and now has the small matter of the G20 summit of world leaders to attend to.

On his mind, no doubt, is the question: "Is this what it will be like from now on?"

'Tough duty,' says trail-driving Chisum

Last night, he was back in fighting form, telling an audience of red-blooded patriots in Cowtown that they needed to sand-blast House Republicans off their promises to vote for Joe Straus for speaker -- with calls; emails; and shoot, perhaps even a threat or two about having a GOP primary opponent.

A day earlier, though, Rep. Warren Chisum sounded worn out by the Strausian chase.

"It's a tough duty, man," he said, driving himself on I-35 to another meeting, this time in San Antonio, with another colleague reluctant to hit the eject button and bolt from the current speaker's camp.

"I can repeat it from memory, this 'My word's my honor, my pledge,' " said Chisum (above, AP photo). "You go through all of that for the umpteenth time and finally they get down [to], 'Well, I'm staying where I am, and I'm not really that concerned about the outside people who want to do something different,' " a reference to tea party activists seeking to purify the GOP.

Chisum, R-Pampa, said he can count noses. While he and fellow insurgent speaker candidate Ken Paxton, R-McKinney, have their supporters, they're a long way from victory, Chisum said.

"I think me and Paxton are on the same little inner tube," he mused. "So maybe we go down at the same time. It may be one of those water wing things. ... You know, they cost 10 bucks and you put your kid out there in them and dadgum! The kid went down when the water wings went down!"

"With the election of a near super majority of Republicans to the Texas House ..., voters are calling for conservative leadership in Austin," said Burkett, a small business owner who earlier this month defeated freshman Rep. Robert Miklos, D-Mesquite.

Burkett said as she campaigned, her calls for limited government, "protection of innocent life" and securing the border "resonated with voters." Texas GOPers denounce National Guard border pullout that DHS says it isn't contemplating

Texas Republicans are demanding assurances from the White House that 1,200 National Guard troops stationed along the Texas-Mexico border earlier this year won't be withdrawn after six months.

The Homeland Security Department says such a pullout isn't even being considered. The proposal -- to shift troops from Texas and other border states to Arizona -- apparently came from within the border patrol and has not been reviewed by top department officials, let alone signed off on.

Earlier this week, Rep. Ted Poe, R-Tyler, said Texas officials had been shown a "proposed plan" to remove troops from Texas starting in February. "The last thing we need to do right now is pull any resources from the border," he said. "In fact, we need to be doing the exact opposite."

Homeland Security spokesman Matt Chandler today called that information "incorrect. The National Guard deployment continues as planned," he said.

The troop commitment Homeland Security Secretary Janet Napolitano announced in July was for one year of deployment, starting Aug. 1.

Only 286 of the extra troops have been stationed along the Texas portion of the U.S.-Mexico border. Gov. Rick Perry has made numerous requests for more; Napolitano has rebuffed him, saying a few months ago that Texas is welcome to deploy all the guardsmen it likes -- at state expense.

On Friday, Rep. Kay Granger of Fort Worth released a letter to President Barack Obama signed by 18 of 20 Texas Republicans in the U.S. House, urging him to "reverse your decisions" regarding a pullout -- though, again, DHS says no such decision has been made.

"These forces are vital to protecting our border, which is why we favor increasing the number of troops on the border, not eliminating them," the lawmakers wrote. "This plan fell miserably short in the number of troops, the duration of their deployment and the budget necessary to achieve success."

Granger rounded up the signatures with Rep. Lamar Smith of San Antonio, who will soon chair the Judiciary Committee. Reps. Kenny Marchant of Coppell and Ron Paul of Lake Jackson were the two who didn't sign it.

Study of Texas without a Medicaid program is 'looking at all options,' says social services czar

Stanley Stewart.JPGA legislatively mandated study of what Texas would do if the national Medicaid health program for the poor were abolished -- or federal matching money to states were slashed -- will examine how the state might improve its existing Medicaid or scrap it, Health and Human Services Commission chief Tom Suehs said today.

The study, required last session by House Bill 497, will be ready early next month, Suehs told two Senate committees holding a joint hearing on the federal health care overhaul. He said a major theme will be that states such as Texas with a high proportion of poor, uninsured residents are mistreated by the current Medicaid formula for determining how much federal match money a state gets. "It's fundamentally flawed," Suehs said, because states such as New York with higher per capita income are protected from a very low match rate by a congressional decision to have the worst deal be a 50-50 split. Otherwise, New York might be getting only about 30 percent of its Medicaid spending paid for by the federal government, he suggested.

Texas normally gets about 60 percent of its Medicaid costs paid by the feds, though the stimulus package and follow-up bills by Congress have pumped that to about 70 percent through next June. Still, Suehs (at right in above photo) complained that Texas receives only 7 percent of federal Medicaid match money. That's even though it has 14 percent of the nation's uninsured and about 10 percent of its poor people, he said.

Coalition reaches migration compromise

David Cameron promised to cap immigration from outside Europe at the last election. His then rival Nick Clegg said the policy ignored the fact most immigration came from the EU.

After weeks of behind-the-scenes tension between the Lib Dem-run Business Department and the Tory-run Home Office, the coalition is about to produce its compromise.

The home secretary will, I understand, cap the number of skilled migrants at around 43,000 next year - that's just 13% lower than 2009's figure and the highest figure recommended by the independent migration advisory committee last week.

Staff transferred by their companies to the UK from another country will be exempt from the cap if their salary is over �40,000.

The Conservatives pledged to get immigration down from hundreds of thousands to tens of thousands per year. To do so they will have to persuade their coalition partners to back major cuts to other immigration routes.

Consultation on proposals to cut the number of non-degree level students coming to the UK will be published soon but have not yet got cross-coalition agreement. In the new year, ministers will produce proposals to reduce the number of family members who can join those already living here.

Obama, Spitzer, and the Decline of America: A Rant

Eliot Spitzer woke up on the dull side of the bed Monday morning, which resulted in this disastrous essay over at Slate: "America Undone: President Obama's Disastrous Trip to Asia Reveals the Monumental Decline in American Power". It's hard to tell what the point of it is, really; it's one of those pieces whose clickable headline is gutted of meaning by a moment's thought, and whose accompanying text has little or nothing to do with said headline, or even basic reality.

"America Undone" — a little strong, no? Perhaps "America in a funk," or "America no longer the sole foreign-reserve option." Even "America weakened." But, last time I checked, the trains were still running, I could still buy a newspaper, we could still fund and run a couple foreign wars as well as pay the interest on our historically not-very-large debt. We are not undone, although we may be getting there.

As for that sub-headline, well, if the relative decline of America's sole-superpower status is news to Eliot Spitzer, it becomes easier to understand why CNN gave him a show. The first rule of cable punditry is that America is Number One, always, forever, no questions asked. It's this assumption that allows any failure of any president to get absolutely everything he wants in foreign negotiations to be presented as some sort of shameful personal abasement. (Except when Israel rebuffs a given president, in which case it's a victory for hard-nosed realism and democracy in the Middle East. But I digress.) Here's Spitzer, not even trying to add his own twist to the tradition...

In case you missed CNN's Larry King Live last night, former First Lady Barbara Bush gave a fairly acid response to the idea that Sarah Palin might one day get the job her husband and son held.

KING: What's your read about Sarah Palin?

BARBARA BUSH: Well, I sat next to her once, thought she was beautiful, and I think she's very happy in Alaska. And I hope she'll stay there.

The former first lady and her husband, George HW Bush, do seem to have a strong favorite in the 2012 GOP field: their son Jeb, the former Florida governor. But Bush41 said it's clear their son isn't interested and won't run. Their runner-up favorite is Mitt Romney.

"Don't want to kill him off," the ex-president said, joking about the potential downside of such praise. "He's a reasonable guy. A conservative fellow, which is good. ...He'd be a good president. A very good president."

Last night, on arriving at his hotel in the South Korean capital Seoul, David Cameron and his aides watched live coverage on BBC World News of a peaceful student protest turning into a violent assault on his party's HQ. Wry amusement that they had missed the protests soon turned into alarm when they heard that protesters had not just smashed through police lines but had also made it up several storeys to within feet of the staff working there. They were only turned back by a quick-thinking security guard who pretended that they'd got the wrong floor.

The prime minister told me:

"What I felt when I saw those pictures was: Of course people have a right to protest peacefully, but I saw people who were bent on violence and on destroying property and that is completely unacceptable. We need to make sure that behaviour does not go unpunished."

He praised the "extremely brave" police officers manning what he called "the thin blue line" which could not prevent protesters breaking through and insisted that it must not happen again.

"They were very brave, those police officers; but as the police themselves have said, there weren't enough of them and the police response needs to reflect that. So I'm very glad that the Metropolitan Police Commissioner has said what he's said and I think we need to learn the lessons very rapidly."

I put it to the PM that we could be seeing a re-run of the Thatcher years. He denied that, claiming that the fact that this government is a coalition ensures that this is not a case of back to the future.

On this, the morning after the riot before, David Cameron has had to turn his attention elsewhere. He has already marked Remembrance Day with veterans of the Korean War, met FIFA's vice-president to sell England's World Cup bid and now has the small matter of the G20 summit of world leaders to attend to.

On his mind, no doubt, is the question: "Is this what it will be like from now on?"

Kenny Marchant has heart surgery

U.S. Rep. Kenny Marchant, R-Coppell, underwent a successful double by-pass heart surgery on Monday.

A spokesman for the 59-year-old congressman said he is resting well and expects to be back in Washington in time to be sworn into his fourth term in January. Marchant represents parts of Dallas,Tarrant and Denton counties.

He also served in the Texas House. We wish him a speedy recovery.

State education board says goodbye to five incumbents

The State Board of Education bid farewell Friday to five members who won't be returning next year after being defeated in this year's elections or voluntarily stepping down. The turnover on the 15-member board is one of the largest in recent memory and marks the end of service for two former board chairs - Geraldine Miller (right) of Dallas and Don McLeroy of College Station - who were both defeated in the Republican primary earlier this year.

Also leaving is long-time incumbent Democrat Rene Nunez of El Paso, who was upset in the general election. Two other board members - Republican Cynthia Dunbar of Richmond and Democrat Rick Agosto of San Antonio - opted not to seek re-election. Several members praised Miller for her time on the board, which began in 1984 after her appointment by former Gov. Mark White. She served as chairwoman of the board from 2003 to 2007 and was involved in numerous far-reaching decisions affecting millions of Texas schoolchildren during her tenure.

Friday was the last formal meeting of the current board. Replacing Miller in January will be Republican George Clayton, a Dallas educator who surprised many observers when he beat Miller in the GOP primary. Mount Pleasant Republican Thomas Ratliff, a legislative consultant and son of former Lt. Gov. Bill Ratliff, will replace McLeroy, a leader of the social conservative bloc on the board. Ratliff will represent several counties in northeast Texas as well as much of Collin County.

With those words the chancellor sought to silence Eurosceptic rumblings on his own backbenches about the Irish bail-out. They're unlikely to be enough.

Eurosceptics believe that every European crisis is regarded as an opportunity by federalists to seek more money and more power. They believe that Britain should recognise this and treat every crisis as an opportunity to get power back.

Governments - this one as much as its predecessor - like to "deal with the world as we find it" - another quote from the chancellor this morning. Today's priority is to help stabilise the eurozone and to help our neighbours in order to avoid a crisis in our principal export market: a threat to our own banks and to the Northern Irish economy in particular.

David Cameron once told his party to stop "obsessing about Europe". The reason the obsessing may start again is because Eurosceptics want to change the world as they find it, not simply to accept it.

America in Yemen: The Perfect War We've Been Waiting For?

Before the ink could dry, it seemed like the secret war had already begun. Just a couple of toner cartridges haplessly headed for American synagogues, and suddenly the headlines are shouting it: TIME TO GET SERIOUS ABOUT YEMEN and OUR INVOLVEMENT IS GOING TO HAVE TO BE LONG-TERM. I suppose that's what it's come to in this country these days — that, as soon as an obscure Al Qaeda offshoot in Yemen claims responsibility for some UPS packages in Chicago, Americans assume we have another all-encompassing, mega-expensive affair on our not-so-bloody hands. Because when it comes to nation-building, the United States doesn't do anything small and beautiful anymore.

But with word coming from inside the Obama administration this week that an organized cluster of intelligence operatives from the CIA and elsewhere were "working fast to address... a window of vulnerability," well, that's got to get you thinking: With Afghanistan and the winding-down Iraq war keeping our forces at near full capacity, America's experiment in the world's most dangerous country is necessarily an experiment in light-footprint warfare, and it could prove to be our Whack-A-Mole strategy for dealing with Al Qaeda in the decades to come. As long as we don't bring the hammer down too hard.

Beijing: Trade not rights

Beijing: "It's a trade mission."

The message on board the prime minister's plane to Beijing could scarcely have been clearer. David Cameron has brought the largest-ever British delegation to China to secure business deals - to open British supermarkets and English-language schools and even to export British boars to sire Chinese pigs.

He has not come to pick a fight with China on human rights. In an article for this morning's Wall Street Journal the prime minister writes coyly about addressing areas of disagreement "with respect and mutual understanding acknowledging our different histories".

On his last visit here - as leader of the opposition three years ago - David Cameron was much less coded. He spoke then of his "deep concerns" about freedom of expression, of religion and of the media in China. He declared his hope that by the time of his next visit China would have ratified and implemented the International Covenant on Social and Political Rights. His hope was in vain. The covenant remains unsigned.

Veterans of the Sino-British relationship insist that the advice given to Margaret Thatcher 30 years ago remains true today - namely that British prime ministers can choose whether to play to the crowd by condemning China in public or to have influence by keeping their disagreements private.

The problem with this advice is that those who have witnessed Britain's quiet diplomacy in recent years say that it has amounted to little more than British politicians pointing at a piece of paper which formally raises their concerns about human rights before moving on to more pressing topics. When recently Britain did publicly criticise the death sentence handed down to a drug smuggler who was almost certainly mentally ill, the Chinese authorities reacted by cancelling the so-called "human rights dialogue" - the channel designed to ensure that trade and human rights could be discussed concurrently but separately.

Ai Wei Wei, the campaigner and artist whose ceramic sunflower seeds are on display at the Tate Modern, has only just been released from house arrest. He has urged the PM to say that the civilised world cannot see China as a civilised country if it doesn't change its behaviour. Mr Cameron is unlikely to take that advice but will, no doubt, raise the case of the Nobel Peace Prize winner, Liu Xiaobo, the political reformer who is languishing in a Chinese jail.

It is no surprise that David Cameron's deepest concern now, like that of every recent prime minister, is to secure for Britain a growing share of China's growing wealth. Today he and Premier Wen will agree to double the value of trade between their two countries over the next five years to $100 billion. He also wants to persuade China's leaders to buy more foreign goods in order to help re-balance the world economy and to play a role equal to their economic might in tackling the political problems of Iran, Sudan and Zimbabwe, to name just a few.

It may not be a surprise but it is a reminder of how limited is the power of our government to even express deep concern let alone do anything about China's continued policy of repression and opposition to democracy.
