Freshman Rep. Stefani Carter, R-Dallas, and three to four other Republicans on Thursday resisted GOP leaders' call to pull down House Democratic leader Jessica Farrar's proposals to ease cuts at the Texas School for the Blind and Visually Impaired and the Texas School for the Deaf.
Farrar, D-Houston, offered amendments to the stopgap spending bill for the current budget cycle that would spend any unexpected revenue in the next five months on easing $1.4 million in cuts to the blind school and $782,000 to the deaf school. Both institutions are in Austin.
The amendments were the first of the day to draw more than 49 votes in roll calls on GOP leaders' motions to table. The House has 49 Democrats. Carter and Reps. Doc Anderson, R-Waco; Dwayne Bohac, R-Houston; Ralph Sheffield, R-Temple; and James White, R-Hillister, voted "nay" on tabling one or both of Farrar's amendments. They died on successive votes of 94-51 and and 94-52, after GOP leaders said they'd circumvent the appropriations process.
"Excess revenue should go to those most in need," Carter (above, DMN photo) said in an interview after the vote. "Who else is most in need other than blind and deaf children?"
