Pe�a pulls a Craddick, nabs a call center for his hometown

AX135_0848_9.jpgA major state contractor will open a South Texas call center for social services applicants next month in the hometown of Rep. Aaron Pe�a, R-Edinburg.

In a press release, Reston, Va.-based MAXIMUS Inc. made a point of mentioning its collaboration with Pe�a, a five-term House member who changed parties after the November election.

"Edinburg is a great location and a good fit for our additional call center operations," said MAXIMUS executive Leslie Wolfe, announcing the company expects to employ 400 people there by the end of 2012, as part of its contract helping support eligiblility-determination work by the Health and Human Services Commission. "We are pleased to be working with HHSC, state Rep. Aaron Pe�a and our friends in Edinburg to provide crucial enrollment assistance to recipients of state health services."

Pe�a, reached by phone late Tuesday, acknowledged he lobbied for the center to be located in Edinburg.

"I can't take all of the credit myself," said Pe�a (above, Austin American-Statesman photo). "I've got to give [Gov. Rick Perry's] office and others involved credit for what they did."

The Edinburg operation will be the fifth call center for the state's partially privatized eligibility-screening system for Medicaid, food stamps, cash assistance and the Children's Health Insurance Program, said commission spokesman Geoff Wool. The others are in Athens, Austin, Midland and San Antonio.

Wool, asked if the location decision was the contractor's to make, replied, "It's not strictly their choice. They recommended the [Rio Grande] Valley for the robust labor market and the deep pool of potential bilingual employees and we approved."

Pe�a said he argued to Perry aides that "many of the people being serviced were from South Texas" and that the Valley's become a hub for call centers because many there know both English and Spanish. "Who better to be on the phone than the people who understand the culture and the community of South Texas?" he said.

Pe�a, who said he's running for re-election, said he strives for "good relations with all the statewides" -- Republicans such as Perry who hold state constitutional offices.

When the state launched the trouble-plagued privatization effort in 2005, previous contractor Accenture located one of the new call centers in Midland, home to then-Speaker Tom Craddick. Pe�a, though, dismissed suggestions he's exercising big-time clout as a recent Republican convert.

"My job is to advocate for my community, and I do that every chance I have," he said.

Perry recuperating at home

UPDATED

Gov. Rick Perry underwent successful surgery on Friday to correct recurring back pain, the governor's office reported Tuesday.

The procedure included a small nerve decompression and small fusion. He left the hospital Sunday morning, spokesman Mark Miner said.

"According to our First Nurse - First Lady Anita Perry - the governor's recovery is going very well," Miner said.

Perry will require several days of recuperation and will be working from home, Miner said.

"He worked from home today, making business recruitment and other phone calls," he said.

Whither the Coalition now?

It was inevitable after a night like that. Someone somewhere would call for Nick Clegg to resign. The defeated leader of Nottingham's Lib Dems, Gary Long, was the first to the microphone. If he got the backing of 74 local parties there would have to be a leadership contest. But where are they? And who support such an idea? And who would run against Clegg?

What is striking so far is that those councillors who lost in Sheffield and Liverpool and Hull gave their leader and the Coalition their backing. So too did backbench rebels Mike Hancock and Adrian Saunders...and Chris Huhne, who was widely thought to be "on manoeuvres" after his clash over the Cabinet table with David Cameron and George Osborne...and Tim Farron the party's president and young pretender.

So, for now the pressure is not for the Coalition to end or Clegg to go but for him to fight harder and more publicly for Lib Dem policies and against what he himself called this morning "a return to Thatcherism".

Stand by, therefore, for more Coalition rows on the NHS, on banking reform, on immigration and tax. Standby for less ministerial chumminess and more business-like negotiations.

Don't hold your breath though for a change of leader or an end to the Coalition.

Most Liberal Democrats will try first to prove - in Paddy Ashdown's words - that "compromise is not betrayal".

What they will do is ensure that the political debate will not just be about how to tackle the deficit, but how to get the economy growing faster again.

For years politicians on all sides have told us that they want to see the British economy re-balanced - to become less dependent on financial services and the South East. A period of low growth, spending cuts and rising taxes may make those words sound rather less attractive than they once did.

Be careful what you wish for

To think that elections used to be boring. Predictable.

Just like the general election held exactly a year ago - today produced results no-one predicted with consequences which are totally unpredictable.

Many may have foreseen the drubbing Nick Clegg's Liberal Democrats would receive but few foresaw its scale - losing not just to Labour in the Northern cities, not just to the SNP in Scotland but - irony of ironies - to their coalition partners the Conservatives in parts of the South.

And who would have dared predict that David Cameron would be out tonight celebrating councils and councillors gained - if, that is, he hadn't decreed that his party must not be seen to gloat.

And all this before the final results of a referendum which looks certain to bring suppressed grins to Tory faces and further gloom to Liberal Democrats.

So what now for the coalition? The talk is of a more business-like, less chummy relationship; of some disagreements publicly aired rather than always privately resolved; of Liberal Democrats fighting - their chosen word - to avoid what Nick Clegg called this morning "a return to Thatcherism".

How will that work? No-one can possibly know. Just as no-one can know how the new Scottish government will manage with a parliamentary majority committed to delivering independence whilst public opinion shows no appetite for it.

David Cameron and Alex Salmond are the two clear winners of today but they may soon be pondering that old Chinese proverb - be careful what you wish for.
